How F1 could be riding high

The proposed modifications to the rules of Formula One do not get down to the root causes of the problems and will therefore, almost certainly fail to rectify them.
Just two simple alterations to the regulations (commencing 2004 maybe) would put the sport back, in many ways, to where it was in the days of Clark, Hill, Stewart, Surtees et al without compromising either safety or spectacle. At the same time they would bring the cars a little closer to everyday road-going vehicles and their technology, as opposed to aircraft and missiles.
I would like to see a minimum ground clearance, on the start-line, of around 11cm with no means of reducing it during the race other than by normal suspension movement. This could be covered by a ‘spirit of the regulations’ clause to deter smart-alec schemes!
I would also eliminate all adjustable/ non-integral body parts (such as wings and things) and this, I feel certain, would go a long way towards reducing the problems currently experienced during overtaking manoeuvres.
Retrograde old fuddy-duddy I may be, but these two simple measures would, I am sure, bring back the excitement and, as a consequence, the crowds, viewers and sponsors, as proved by the Goodwood Festival and Revival meetings.
